Technical Procurement: Why Specifications Are Only the Starting Point
A specification defines what is requested. Procurement still has to establish whether a proposed solution is suitable, available, documentable, and commercially workable.

Requirement before quotation
A product name or specification does not fully describe the application, Operating conditions, interfaces, materials, delivery expectations, and required documentation can change the sourcing path.
Technical evaluation should therefore precede supplier selection rather than follow it.
Commercial conditions are part of suitability
Lead time, availability, logistics, documentation, and supplier capability can make an otherwise compliant item impractical for a project.
